The Belfast Agenda has helped establish a new approach to partnership working. This must also be applied to cultural development and investment in the city across a range of public and private partners. Our year is designed to create a collective moment for the city. The programme does not have a final destination. If the purpose of this wider strategy is cultural transformation then the legacy of 2023 is that in activating a new sense of place we can find new senses of belonging. Enforced closures and ongoing uncertainty about future funding and trading conditions have put our cultural venues at risk. Dorset also has outstanding geology collections that are exhibited in museums right across the coast.

Dorset has an above average aging population and the number of over 65s is growing by 2.2% per annum coupled with the number of 0-15-year olds expected to fall over the next 25 years. Increasing the contribution of both public and private cultural sectors to inclusive economic growth. Imagine a city confident of our place in the world In 2017, Belfast took the decision to enter a bidding process for the designation of European Capital of Culture. In October of the same year, the European Commission decided to halt the process, ending the competitive nature of the bid. Rather than being the end of a journey, the civic momentum gained through 16,000 one-to-one conversations threw open a challenge - the challenge to recognise the transformative power that culture, art and creativity have to spark a new relationship with ourselves as individuals, communities and as a city. A strong position has been retained with a range of public and private funders who are confident in and recognise the quality of our cultural offer. The two Cultural Strategies are different from each other and will deliver on place-based priorities shaped around a predominantly rural area contrasting with a large conurbation.

A city ready for future challenges must also support innovation and experimentation. A new approach to project grants will consider opportunities for catalyst funding. The City today has the most vibrant ecology of cultural organisations, creative businesses and practitioners anywhere in the UK. We may be a global city but our cultural organisations are also grounded in a strong sense of place and want to serve the diverse people of the city they inhabit. Our definition of culture is broad and inclusive; it exists in both the buildings and heritage of our great institutions as well as our streets and the informal cultural spaces in between. It is for everyone, not just a narrow elite, and is a powerful driver of social mobility.

The numbers of young people in care has risen significantly over the last 10 years. Pupil achievement in Dorset is around the national average and there are increasing numbers of children electively home educated. This strategy seeks to sustain cultural activity and increase cultural impact by building capacity at a citizen, sector and city level. Critical to this will be the development of stronger regional cultural networks (formal and informal connections and opportunities supported by local authorities) that will allow for deeper collaboration and partnership working between Belfast and other areas.We recognise that this is an ambitious approach. We are confident that by working together we can make Belfast a unique events destination. Growing our sustainable cultural tourism product through a creative approach that respects the city’s heritage and communities. Culture is shared, creative experiences where we express, learn and reflect on our history, place, social issues and personal lives. These experiences can improve wellbeing, strengthen communities and develop vital life skills for employment and a better quality of life.
