It is unclear if it was consciously decided to reimagine Blitzwing as a Seeker, or if it was just a case of a generic Decepticon getting labelled with the "Blitzwing" name after the fact. However, it seems unlikely that the character was originally intended to be Starscream himself; the character's demise was present in the early test screenings when the movie was still intended to be a prequel to the Michael Bay films, in which Starscream was very much alive.
