The Policy Statement: Implementing ISO 20022 Enhanced Data in CHAPS sets out the Bank’s policy position for the implementation of enhanced data in CHAPS through the ISO 20022 messaging standard. It includes a roadmap for how we intend certain policies around enhanced data to evolve in the years following implementation. It also summarises the responses to the policy questions under Section 2 of the July 2020 Industry Review, which followed the November 2018 consultation response document. Market Guidance External engagement covers financial institutions with direct and indirect access to CHAPS, and other RTGS users. We engage through bilateral and industry wide discussions, for example, through our Strategic Advisory Forum and relevant trade associations. Despite the challenges brought about by the pandemic, we have continued to engage virtually with wider industry, including running virtual forums, the publication of various documents and continued bilateral engagement with industry to ensure readiness. In November 2021, we held our first hybrid industry event, with over 250 attendees, including CHAPS Direct Participants, technical software providers, indirect participants, other central banks, trade associations and others.

The Bank is currently undertaking a major programme to renew the RTGS serviceincluding having adopted the ISO 20022 messaging standard for CHAPS from 19 June 2023; and a new core settlement engine in summer 2024.Each change requires technical preparation, including change freezes to the current RTGS infrastructure to safely deliver the necessary changes. The Renewal Executive Board will regularly report progress on the delivery of the Programme to Court and the RTGS/CHAPS Board. It will take into account the strategic decisions made by the RTGS/CHAPS Board, including on risk tolerances, and its views on industry readiness and any material implications for the Programme arising from industry engagement and industry demand for changes in functionality and new products.
