The fire on 14 February 1981 killed 48 people who were attending a Valentine's Day event at the Stardust nightclub in north Dublin. He added: “I headed the panel’s research team and was a consultant to the families’ lawyers throughout the new inquests. I could not receive an honour on the recommendation of those who remained unresponsive to the determined efforts of bereaved families and survivors to secure truth and justice.” In December 2016 he declined an OBE in the 2017 New Year Honours list stating that he 'could not receive an honour on the recommendation of those who remained unresponsive to the determined efforts of bereaved families and survivors to secure truth and justice'. [5] He also stated that in his 'scholarship and teaching' he is 'a strong critic of the historical, cultural and political contexts of imperialism and their international legacy' and proposed that people's contribution to society should not be connected to 'British Empire'.

The Shipman Inquiry - Reports into serial killer and general practitioner Harold Shipman. This inquiry held that while Shipman was convicted of murdering 15 of his patients the true figure was at least 215 with the possibility that he may have killed as many as 260 patients. Professor Phil Scraton will feature on BBC Panorama’s ‘The Champions League Final: What went Wrong?’ on Monday 17 October at 8.00pm on BBC One. Families of the victims of the fire gathered on Tuesday morning at the Garden of Remembrance in Dublin and walked the short distance to the Rotunda Hospital campus where the inquest is being held. Speaking in October 2012, Scraton said the findings of the Hillsborough Independent Panel – which also disclosed that 41 of the (at the time) 96 who died had the potential to survive had there been a more effective response to the emergency – showed "just how wrong he (LJ Stuart-Smith) was." [9] The Panel's Report is available on-line, live linked to the Hillsborough Panel's archive. After a long campaign by the Stardust families, in 2019 then attorney general Seamus Woulfe directed that new inquests take place.

The Rosemary Nelson Inquiry - This inquiry found no evidence that the British State (agencies) colluded to murder solicitor Rosemary Nelson but that the possibility of individual members of state agencies may have helped in the killing could not be ruled out. It was further found that the actions of state agencies increased the danger to Ms Nelson’s life and these agencies had failed to protect her.

A tribunal held in the year following the fire, chaired by Justice Ronan Keane, was labelled flawed and its conclusion was contested by the victims' families. The report’s 53 findings focus on: pre-match preparation by UEFA and the Paris agencies; policing – before, during and after the match; crowd safety and event management; fans’ experiences; and UEFA’s role and responsibilities. In 2012-13, Scraton received the Queen's University Vice-Chancellor's inaugural award for research impact.[8] In 2013 his research was runner-up in the Times Higher Educational Supplement's Research Project of the Year award. His research includes the investigation of and inquiry into controversial deaths, most notably the Hillsborough disaster on 15 April 1989 in which 97 football fans were crushed to death. [1] He has also researched deaths in custody, the marginalisation and criminalisation of children and young people, the politics of imprisonment, and the analysis of disasters and their impact on the bereaved and survivors. [2] Early life and education [ edit ] The inquest will sit for four days a week and is expected to pause in July, before resuming in September.

Scraton said he appreciated his decision “might come as a disappointment to some Hillsborough families, survivors and whoever nominated me,” the BBC said.In 2016 the Mayor of Liverpool announced that Phil Scraton was to be awarded the Freedom of the City of Liverpool for his long-term work, spanning three decades, supporting the families' campaign for justice. He received the award in September 2016. Two months later, along with Margaret Aspinall, Chair of the Hillsborough Independent Panel, he was awarded Campaigner of the Year by the Political Studies Association. [ citation needed] In 2022 he headed the five-person team that researched and authored ′″Treated With Contempt″: An Independent Panel Report into Fans' Experiences Before, During and After the 2022 Champions League Final in Paris′ (with Dr Deena Haydon, Dr Lucy Easthope, Dr Patricia Canning and Peter Marshall). Based on the testimonies of 485 witnesses and journalists its 52 key findings found serious and sustained failure in crowd management and safety; fans placed in sustained collective danger though negligent mismanagement, poor stewarding, hostile policing, indiscriminate use of tear gas, and criminal assaults by local gangs and paramilitary-style police. It found that all UEFA's key guidelines on stadium safety were compromised by egregious failures in managing and policing the event (see: https://law.qub.ac.uk/schools/SchoolofLaw/filestore/Filetoupload,1530449,en.pdf ) Prof Phil Scraton, who led the Hillsborough Independent Panel's research team, says the fresh inquest into the Stardust fire in Dublin is of "paramount importance" to the families of victims, survivors and “the people of Ireland”. This is the definitive, unique account of the disaster in which 96 men, women and children were killed, hundreds injured and thousands traumatised. It details the appalling treatment endured by the bereaved and survivors in the immediate aftermath, the inhumanity of the identification process and the vilification of fans in the national and international media. She was pulled unconscious from the blazing Stardust nightclub - her sisters, Martina aged 16 and 19-year-old Mary, both died.

Scraton's book Hillsborough: The Truth is now widely accepted as a definitive account of the disaster and its aftermath. [7] The book focuses on the inadequacies of the police investigations, official inquiries and inquests, revealing the extent of the systemic review and alteration of South Yorkshire Police statements. It also details the treatment of the bereaved and survivors in the immediate aftermath of the disaster, and the "inhumanity" of the body identification process. At the time of its first edition (1999), the book was described by Liverpool playwright Jimmy McGovern as a "brilliant achievement" [4] and The Independent stated that it told "a scarcely believable story of incompetence and mendacity". [4] Two new editions were published, in 2000 (following the private prosecution of two senior officers), and 2009 (detailing the previous decade's campaign for justice). Reflecting on the work of the Hillsborough Independent Panel, a fourth edition was about to be published in 2014 when, at the new inquests into the deaths of the (at the time) 96, the Coroner imposed stringent 'contempt of court' regulations on publications and broadcasting. Following the conclusion of the inquests in mid-June 2016 a revised fourth edition was published, including three new chapters on the work of the Panel, its political impact and the new inquests. a b c d e Scraton, Phil (2009). Hillsborough: The Truth. United Kingdom: Mainstream Publishing. ISBN 978-1-84596-495-5. Grounded in their understanding, and for some direct experience, of the Hillsborough disaster, Liverpool fans prevented a fatal tragedy occurring through their collective action. They protected vulnerable fans, appealed for calm, and took care of those affected by crushing or tear gas.

We have waited for this day for so long, but it is a disgrace it has taken us 42 years to get to this point," she said. Finally after all these years - 42 years - the inquest is actually starting," Ms Keegan told BBC Radio Foyle's The North West Today. Responsibility for the collapse in authority, management and safety, lies with those organising and administering the event. ” Funded in 1989 for three years the Project was based at Edge Hill University. It published two major reports, Coleman, S., Jemphrey, A., Scraton, P and Skidmore, P Hillsborough and After: The Liverpool Experience (Liverpool City Council, 1990) and Scraton, P., Jemphrey, A and Coleman, S No Last Rights: The Denial of Justice and the Promotion of Myth in the Aftermath of the Hillsborough Disaster (Alden Press/ Liverpool City Council, 1995).
