Two French prosecutors on Wednesday (25 May) called for severe punishments for a group of individuals suspected of having used the European carbon market to fraudulently withhold €283 million of VAT for the French state. Southern Charm' Star Olivia Flowers Shades 'RHOBH' Star Crystal Kung Minkoff After BravoCon: "I Thought She Was Rude" By the mid-1940s, Mouly’s art garnered renown from his peers and collectors. Mouly exhibited at the Salon du Mai in 1946 alongside Pablo Picasso, Georges Braque, Henri Matisse, Fernand Léger, and other notable artists.

Mouly had dropped out of school at the age of 12 and was reportedly illiterate. He and Souied made a living through various scams. In 2008-2009, they solicited an €8 million euro investment from Mimran in their carbon-VAT scheme. In 2008 and 2009, the EU carbon market was hit by VAT fraud. Two types of fraudsters were identified in dozens of investigations launched all over Europe and beyond. Mr. Mimran, who is on trial for fraud in the range of several hundreds of millions of dollars, is trying to divert attention by means of another fraud,” the statement read. It was a long time ago, so it’s possible I made a mistake with the sum,” Mimran told Channel 2. “In any event, there was nothing illegal on Bibi’s part. I transferred a sum to him and invited him to vacations in Monaco and a ski resort in the French Alps.”

The French newspaper Liberation has reported Arnaud Mimran’s donation of €1 million to Netanyahu as if it were an established fact and not merely an assertion by Mimran himself. Liberation referred to the Israeli prime minister on May 26 as “Benjamin Netanyahu, whom Arnaud Mimran had paid one million euros in the early 2000s before he again became prime minister of Israel.” The founder of Poland’s biggest carbon quota brokerage firm, whose name appeared in connection with the Panama Papers, has been found guilty of VAT fraud and sentenced to jail in France. Warsaw denies wrongdoing, calling the multi-billion fraud an “unfortunate incident”. EURACTIV France reports. For those who enjoy financial documentaries, Lords of Scam is not a bad film but it’s also not as tightly constructed and pacey as it could be. This could very easily be about 20-25 minutes shorter and you really wouldn’t miss much. Despite its slow pace and questionable editing though, there’s enough here to make for an enjoyable watch nonetheless. Just be sure to approach this one with some patience! This film is close to being decent, but a few key decisions keep it from getting there. The main problem with Lords of Scam is that it focuses on the wrong thing. While it does an okay job in the beginning explaining exactly how the scam worked, what the loophole actually was, and how scammers were able to steal millions of euros, afterwards the documentary does a poor job at editing itself. Overly long by a good 20 minutes, most screen time after this initial info dump happens is given to Mardouche "Marco" Mouly, one of the main players in the scam. Viewers visit him in a variety of contexts, environments, and scenarios as he often discusses aspects of his life with friends, ex-friends, and anyone who will listen. Incredibly charismatic, verbose, and commanding, Marco has an intriguing presence, but the film indulges him to the point that some viewers may not have big appetites for a showcase of narcissism. Like most other countries, Poland has toughened its rules concerning VAT on CO2 quotas, but fraud is still possible in certain areas. Mouly’s first one-person exhibition was held in 1949 at the Libraire Bergmasque. By the 1950s Mouly was looked upon as an emerging, brilliant and skilled young painter. In the mid 1950s, he began to work in the printmaking medium of lithography and was soon recognized as a master printmaker. He created lithographs until his death, leaving behind a legacy of original graphic works that remain an essential facet of his career. His profile could hardly be more different to Mimran’s, whom another defendant called a “daddy’s boy” and who has often made celebrity gossip headlines for his complicated love affairs, notably with the model Claudia Galanti. The main company at the centre of the scam, called Ellease, bought carbon quotas VAT free in various European countries before selling them at a price including VAT in France, using the Bluenext market place, which advanced the VAT.
