As I noted before. Finland has been modernizing its army with its own experience with Russia in mind (ww2) and invested in the shortcomings that ultimately doomed their defense. I think you could see this as the US government signaling that they're moving beyond simply arresting or indicting even criminals as a way of pressuring them.
