If I open the camera manually it will work as a shutter button, it just will not open the app like it use to. The camera just never shows as an option in Photobooth/Facetime/Quicktime or any software that uses cameras. If I can figure out how to put a "camera" shortcut into the "/storage/emulated/0" folder, I think I can get this to work again. While I have come to the conclusion that there is no way to keep the device active that fits within our requirements, Mohamed's answer got me furthest down a path for an acceptable solution.
