If you're using Hydromol ointment as a moisturiser you can apply it as often as needed to relieve dry skin. It can be applied to any part of the body but avoid getting it in your eyes. Topical steroids need to be gradually weaned off and not stopped abruptly as this can cause your skin to rebound and flare up. Discuss this with your doctor or nurse. Lotions are water-based. Compared to oil-based products, lotions are less moisturising. However, lotions do cool the skin and are easily applied to areas with lots of hair.
