However to succeed in this, you would have to be able to prove, on the balance of probabilities, that the tenant would – had the agents insisted – agreed to sign to start the tenancy a week early. As opposed to pulling out. Which you may not be able to do. The above quotes raise the question of “who’s in charge.” Who is supposed to take responsibility for citizens in the described holistic way? Scholars ( Fossestøl et al. 2015; Thomann, van Engen, and Tummers 2018) have described the many accountabilities that street-level workers now have to undertake, and argue that this can increase the inherent dilemma of street-level work. Our findings indicate that the contemporary environment in public services, which is characterized by too many accountabilities, leads workers to provide IFRs. By giving clients personal resources, workers not only adhere to the NPM values of good service and the perception of clients as customers, but more than that, they perceive their job in keeping with such NPS values as care for others and collective responsibility. Thus, SLBs feel that current policy demands they “serve many masters.” It was good to sing those familiar songs along with you. Such care and support keeps the threads of our singing family together while we can’t meet.” – a Lifting Spirits singer who lives alone Managerial encouragement reflects a commonly held norm in the organization, according to which SLBs are supposed to deliver service to clients. Although these practices are not part of workers’ formal requirements, what we call encouragement might be pressure by management. Vigoda-Gadot (2006) argued that, in such cases, these practices are not voluntary but compulsory. Such pressures or expectations constitute a major factor in workers’ engagement in IFR practices, and might be linked to the growing demand to provide better services to clients and to become more effective ( Vigoda-Gadot 2007). Concurrent NPM and NPS Values in the Work Environment

Reviewing contemporary public administration while focusing on the divergent values stemming from NPM and NPS, Bryson, Crosby, and Bloomberg (2014) argue that no approach has gained domination above the other. What is clear in the literature focusing on the NPS approach is that its values are inherently different from those of NPM. In contrast, the present study points to a convergence of NPM and NPS values, as street-level workers are still expected to deliver public policy as designed by policymakers and provide a bottom line ( Brodkin 2011), even when sufficient formal resources are not provided; and they are required do to so while striving for equity and inclusion of citizens in general, and those from weakened populations in particular ( Bozeman and Johnson 2015). Participants from all policy domains explicitly reported this convergence, which often creates ambiguity and raises questions of the right way to implement policy. This vagueness is manifested in the words of a social worker: I try to give patients emotional support, more than to focus on their medical problem. I ask about their mood, their difficulties, their families, you know, listen to them but with a real interest. Often I also give psychological support to patients’ families (Interview 211). However the agent’s powers and duties are generally set out in a legal document, the agency agreement. So if the agent is doing something in accordance with that agency agreement, there is not a lot the landlord can do to complain about it – as the landlord has already agreed to it – by signing the agency agreement. The agent and the tenant This is a question that is asked by new members coming into a fellowship. It is also asked by pastoral candidates who are thinking about going to a church. It is asked by many within a local church as they try to discern what might work best for their particular fellowship. Some of the most often quoted verses in regard to these roles are found in 1 Timothy 3 where Paul admonishes the early church to remember the role and the character of overseers or elders. Attention is also given to the spiritual character of deacons or the leading servants of the church.

In the group we explore the difficulty of identifying consequences that the parent can implement, is willing to control, and the child will care about (at least a little). We do not see the consequences in terms of behaviour modification, but in terms of empowerment of the parent; increasing the child’s respect for the parent, enabling the parent to be more assertive and altering the balance of positives and negatives that the young person experiences from their violent and controlling behaviour. I think it is clear that the Bible is much more focused on the character and integrity of the leaders than specifically defining the actual job descriptions of the various leaders. Perhaps this was intentional? I believe that the Bible is the inerrant Word of God. Therefore, I believe that what is in Scripture is what is meant to be there. I also believe that what is not there is meant not to be there. Our Lord, being a wise and omniscient God, knew that the needs of the Body might change from time to time and from place to place. However, as long as leaders exhibit the kind of character outlined in the Scripture, church governance and polity will be done in a way that honors the Lord! Grants awarded from the RJB Grantmaking Fund and the Catalyst Fund enabled Suffolk Family Carers to run the Who’s in Charge programme for 16 families, through two hour sessions structured over a eight week period with weekly homework tasks.Agency law, which is actually a branch of contract law, governs the rules which apply when one person, an agent, is authorised to make contracts on behalf of another person – known in agency law as the ‘principal’ and which in this context is the landlord. The landlord and the agent Excerpt – Eddie Gallagher – 2015 (Working with Adolescent Violence and Abuse Towards Parents; approaches and contexts for intervention.) Part 2 Onboarding, when done with input and interaction from multiple people, can provide long term benefits for both the organization and the employee while reinforcing cultural values, beliefs, and practices. Any veteran team would say that once there was much more time for the patient, [and] today you spend half your time on the computer. Because you have such and such appraisals and you don’t have much time left. You’re in the position of patients getting in the way while you’re getting work done and it’s constantly in the air (Interview 206). This is an interesting question. The answer is probably a found somewhere in the interface between contract law and agency law.

Excerpt – Eddie Gallagher – 2015 (Working with Adolescent Violence and Abuse Towards Parents; approaches and contexts for intervention.) Part 3 Tweet: Ensuring new hires successfully adjust requires the input of more than just the HR staff. @HRCloud Experiential exploration of Weeks 3 – 6 including looking at abuse, parental influence & control and power over their children and equally how do children have influence, power and control over their parents. We move at this point from the therapeutic element of the programme towards the second part, the knowledge base and applying consequences to children who are uncooperative (sometimes in the extreme) and who may not appear to care very much about anything. Focus on the anger held by all family members involved. Day Three Examine strategies for creating meaningful and practical consequences for unacceptable behaviour. The approach of most parenting courses and materials is to assume that children are basically co-operative and only need encouragement and positivity to be good. These approaches usually have failed miserably with the oppositional children of the WIC? parents. Finding consequences for children who care about little and don’t want to co-operate is very difficult. Aiming to portray the nature of contemporary service delivery, we have focused on the issue of “who’s in charge” in the frontline. Thus, the first study goal was to contribute to growing knowledge in public administration about current forms of service delivery, by highlighting its informal aspect. The second goal was to contribute to the SLB literature, providing evidence of the fundamental role SLBs play maneuvering between designed policy and citizens’ actual needs, in times of reduced formal resources.

The first part of the programme aims to change parental attitude, and in particular reduce blame, guilt and shame. A variety of exercises are used to deconstruct some of the unhelpful myths that parents have absorbed about their child’s behaviour. We aim to help parents and carers to understand that children’s bad behaviour is multi-causal, and we explore the nature of abuse, styles of parenting, entitlement and power and the social changes that make CPV more likely. The only exception within the various professions in providing IFRs of this type, found via cross-coding analysis, was again nurses, who reported it less. At the same time, nurses reported providing more personal attention and extra support to patients formally. It is possible that this type of resource is considered an inherent part of the nursing profession, more so than in other service professions, and therefore was not considered informal by the interviewees. Instrumental IFRs I guess they’re in favor of such activities. I mean, doctors who spend their time assisting patients with administrative issues. The chief hospital administration is aware of how important these things are, but they don’t know how to contain or deal with it, and it’s like saying to us “this is your job” (Interview 63).
