I have so many dogs come in with powdery ears and it doesnt do anything! Ear mites are probably a no no as they only really exist when the animal is really young as they have to catch them from another dog and is quite rare in older animals. Ear cleaner is prob the best thing as it breaks down the wax and gets right to the bottom of the ear For maintenance we use it when his ears stop smelling of thornits... about every 2-3 weeks but we have a proper mud boy who likes to swim and dive most days so is consistently wet and dirty...

I think allergies can often lead to secondary ear infections. so you can treat the infection but it wouldnt be treating the problem and it would reoccur-and yes, some dogs have mites but any scratching could lead to secondary bacterial infection then as well.
