This pamphlet was officially published by the Nazi party on October 16, 1932, three months before Hitler’s seizure of power. His nervous system by that time should have succeeded, we must believe, in completely recovering from the tests of 1923, Hitler already felt himself almost in the government. There remained only the hurdling of the last obstacles. The ruling classes looked towards him hopefully, but not without fear. The country has "changed considerably" in recent decades, said DGAP expert Christian Mölling, adding that, in retrospect, it was wrong for Germany to deliver arms to the country. However, he argued that "it's a government's right to get assessments wrong, precisely because they remain assessments." This is technically incorrect, since the German Constitution defines the Bundestag and Bundesrat as two separate legislative institutions. Hence, the federal legislature of Germany consists of two unicameral legislative institutions, not one bicameral parliament.
